Accountability and Performance Metrics

Overview of VPK Accountability

In accordance with Section 1002.68 of the Florida Statutes, the Voluntary Prekindergarten Education Program (VPK) mandates a system of accountability for providers. This framework ensures that VPK programs are effective in promoting child achievement and learning, while also supporting continuous improvement where needed.

Performance Metrics Overview

Beginning with the 2024-25 VPK program year, each VPK provider will receive a performance metric and designation based on three critical components, weighted as follows:

  1. Quality Classroom Instruction (50%): Measures quality teacher-child interactions in the classroom (based on the CLASS Observation Tool).
  2. Child Learning Gains (30%): Final child learning outcomes (based on the child’s final progress monitoring using FAST Star Early Literacy).
  3. Child Achievement (20%): The progress children make in their learning (based on child progress monitoring using FAST Star Early Literacy).

Eligibility for Performance Evaluation

A provider must have a minimum of four eligible children to be included in the performance metric calculation. Eligible children must complete more than 50% of the total instructional hours in the VPK program at that provider.
